Lex Payne is a gritty, Jamaican Special Agent from Equinox Anti-Crime Agency, (EACA). He is on his first assignment to keep a close watch on Sam Jones, a tourist visiting the island. EACA intelligence suspects Sam Jones is a name assumed by John Maxon, an expert assassin who is also an expert in disguising himself to look like a different person on each hit. Lex has to find out if Sam is a harmless tourist or if he is in the island on business. The assignment, classified as lukewarm, heats up when all hell breaks loose 19 miles from Kingston.
