This report presents the results of our third follow-up review on the Department's progress in implementing the Secretary's July 2002 directives for law enforcement reforms. The progress regarding the implementation of the directives should not be viewed, or used, as a gauge on how effective the law enforcement program are; it simply provides an overview of their completion of specific directives.
