How can public contracts be used effectively to achieve the broader aims of government? Distilling such an idiosyncratic area of law and practice into a volume as accessible would not have been an easy brief. This is a valuable addition to the law library.
Bringing a knack for explanation coupled with a legal precision that gets to the heart of European procurement legislation, Ms. Semple has written a text book that is destined to become a vital resource for procurers across Europe.
All in all, it is an extremely impressive achievement, and I suspect Semple has the potential to become an influential figure of European public procurement for many years to come if she manages her career properly (the Millennial Generation's Sue Arrowsmith perhaps?)

Abby Semple, LL.B. (Dub) is a public procurement consultant who has managed tenders on behalf of public sector clients in Ireland and the UK, and worked on the development of procurement law and policy at EU level. Her areas of expertise include the EU Procurement Directives and green and socially responsible procurement. She writes and speaks frequently on procurement topics and is the author of guides on innovation and sustainability in procurement.Consultant Editor Mark Cook, Partner, Anthony Collins Solicitors LLP has over 25 years' experience of advising on relationships between the public, private and not for profit sectors.
