Bertrand Ramcharan performed the functions of United Nations High Commissioner for Human Rights from May 2003 to July 2004 at the level of Under-Secretary-General. Previously, he had been Deputy High Commissioner for Human Rights and Assistant Secretary-General since 1998. He is an acknowledged international expert and leader on the international law and practice of human rights.
