ARTHUR I.CYR is the A.W. and Mary Margaret Clausen Distinguished Professor of Political Economy and World Business at Carthage College in Kenshosa, Wisconsin. He was previously President of the World Trade Center Association in Chicago, Vice-President of the Chicago Council on Foreign Relations, a faculty member and executive at UCLA, and a Program Officer in the International and Education/Research Divisions of the Ford Foundation. He holds a PhD in political science from Harvard and is a graduate of UCLA.
