Zhang, a Ph.D. in Public Policy, is a winner of the Ewing Marion Kauffman Dissertation Fellowship, the finalist title in the Charles Tiebout Prize for Regional Science, the Public Policy Paper Competition by Virginia Dept. of Transportation, etc.
