The dynamics in the international system have led to aid policy shifts from just relief assistance towards attempts to support development in emergency situations. Aid Policy in War-Torn Countries deals with the dilemma of whether development can be pursued in conflict situations and how it can and should be done. The window left open at the end of the research relates to the importance of analyzing the implications of the increasing number of non-nation-state intermediaries for all types of development cooperation.
