A terrorist group kidnaps several scientists from China and Russia to help with their evil plans that will affect billions of people. Then, they split off on a collaborated effort to strike at their enemies at the same time from separate parts of the globe. Millions of dollars and a lot of people are required for them to succeed which provides a trail of clues for the American Central Intelligence Agency. As the facts begin to unfold, the CIA realizes they are going to need the help of their best bloodhound they have. So once again Jack Novak is sent on another dangerous mission to hunt the bad guys down and eliminate the problem.
