Richard E. Bissell, research associate at the Foreign Policy Research Institute, Philadelphia, and managing editor of ORBIS , received his doctorate from the Fletcher School of Law and Diplomacy. Dr. Bissell worked extensively on the material for this book during a two-year postdoctoral appointment at the Center of International Studies, Princeton University.
