Wayne Downing is seeking a new life after being paroled from prison, and settles in Harlan, Kentucky. Shortly after arriving he is shot along with his parole officer and left for dead. In the hospital he meets Lisa York who mysteriously disappears and is presumed kidnapped. Wayne and a small band of men and women begin to seek out the men responsible only to find that the root of the evil goes much deeper than any expect. Wayne must find those who are behind the prostitution, drugs, gun running, and sex slavery that covers the rural mountain community and beyond before they find him.
