Bolivia is a constitutional, multi-party republic with an elected president and a bicameral legislature. In December 2009, in a process deemed free and fair by international observers, citizens re-elected as president Evo Morales Ayma, leader of the Movement Toward Socialism Party. Authorities maintained effective control over the security forces, but there were allegations that security forces committed human rights abuses. The most serious human rights problems included widespread corruption and inefficiency in the country's law enforcement and judicial system, leading to arbitrary arrest or detention and denial of a fair and timely public trial, as well as violence against women. Additional human rights problems included harsh prison conditions, restrictions on freedom of speech and press, lack of government transparency, trafficking in persons, and vigilante justice. Societal discrimination continued against women; members of racial and ethnic minority groups; indigenous persons; individuals with disabilities; lesbian, gay, bisexual, and transgender (LGBT) persons; and those with HIV/AIDS. The government took steps in some cases to prosecute security service and other government officials who committed abuses; however, inconsistent application of the laws and a dysfunctional judiciary led to impunity.
