Susan M. Collins is a senior fellow in Economic Studies at the Brookings Institution and a professor of economics at Georgetown University. Her publications focus on various dimensions of economic policy and performance for developing countries. Carol Graham is a senior fellow in the Economic Studies program and codirector of the Center on Social and Economic Dynamics at the Brookings Institution.
