When Chato--the original party animal--discovers that his best friend Novio Boy has never had a birthday party, the coolest cat in the barrio decides to throw a major shindig. When it's time for the big surprise, Novio Boy is nowhere to be found, but he soon arrives with a few surprises of his own.
