Drawing upon different experiences both in Europe (including Eastern, as well as Western Europe), in the United States and in the Third World, Marjorie Mayo emphasises the importance of continuing public sector support and resources for community participation and development; without such underlying public sector support, community participation will be unable to meet community needs.
