REGINALD C. MASCARENHAS is Reader in Political Science and Public Policy Victoria University Wellington, New Zealand. He has been Professor at the Indian Institute of Management Calcutta and held visiting positions at Melbourne and Monash universities in Australia, Penn State and California State University San Bernadino in the United States and the University of the West Indies. He is the author of Public Enterprise in New Zealand, Technology Transfer and Development: India's Hindustan Machine Tool Company, Strategy for Rural Development: Dairy Cooperatives in India, Government and the Economy in Australia and New Zealand: The Politics of Economic Policy Making.
