Robert Rand is editor of National Public Radio’s “Weekend All Things Considered.” He is a member of the Maryland and District of Columbia bar associations and has researched and written extensively about Soviet affairs for various publications including the Wilson Quarterly; Foreign Service Journal, Atlantic Community Quarterly, and the Wall Street Journal
