Corruption in Tsarist Russia and the USSR (Soviet myths and historical reality) As we know, corruption in modern Russia has reached enormous proportions and became part of the "vertical of power." Trying to justify it, the Kremlin's political scientists sometimes say that "huge corruption in Russia was at all times" and that "tsarist Russia was riddled with corruption from top to bottom" and the like. However, both these assertions are - myths. The truth is what until the end of the XIX century, a corruption in Tsarist Russia was really great. However, already during the reign of Alexander II (1855-1881) began a serious fight with her and passed important legislation to combat corruption. These efforts have yielded good results already in the beginning of XX century: corruption in Russia under Nicholas II was much lower than in Europe and the United States in those years. Of course, corruption was remained in a lower bureaucracy, but already among mid-level officials, it was much smaller, and there was almost no corruption among senior officials and the royal government. In addition, the number of officials (and police) per capita in Tsarist Russia before 1917 was much lower than in developed European countries. Also false is myth that "Stalin has eradicated corruption in the USSR" .. In this brochure, the author writes about all this below on the basis of facts and documents of the time.
