Rookie cop, Mel Russo and drug dealer, Richard Carson face off in a dark deserted alley in Bedford Stuyvesant, Brooklyn. Richard Carson gives up crime and becomes a deep undercover detective. He infiltrates the American branch of al-Fuqra headquartered in upstate New York while Mel Russo patrols the busy streets of Brooklyn. Carson and Mel end up under the Hudson River in a race to foil the Day of Terror planned by the terrorist group, The Impoverished.
