Decentralized Governance has become a key mechanism in effective, fair and sustainable resource management. It is also expected to facilitate people's participation, enhance degree of transparency and ensure greater accountability. Being closer to the people, decentralized governance is also assumed to provide more effective and competitive delivery of services at the grassroots level by meeting the needs and preferences of the people.Theoretically, decentralized governance was expected to be effective only when it presents necessary conditions.
