In 2003, RAND called together experts in Islamic law, constitution writing and democracy, and with specific country and regional expertise. Drawing on the realities of Afghanistan's situation and experiences of other countries, they identified ideas, particularly about Islam in the constitution, for the drafting of Afghanistan's new constitution.
