PATRICIA J. CAMPBELL is Assistant Professor of Comparative Politics at the State University of West Georgia, Carrollton, Georgia. She served as editor of the Africa Rights Monitor and has written extensively on human rights issues.KATHLEEN MAHONEY-NORRIS is an instructor in the Department of International Security Studies at Air War College, Maxwell Air Force Base. Her articles have appeared in Global Justice and Africa Today.
