Divided America on the World Stage: Broken Government and Foreign Policy

Autor Howard J. Wiarda
en Limba Engleză Hardback – 30 sep 2009
American foreign policy is in severe crisis. The system and process are not working as they should. On one side we are beset by a seemingly uninformed policy, on the other by paralysis and gridlock. The sense is widespread that the American system of government is broken.

It is tempting to attribute our present foreign policy malaise to a single cause, such as Congress, the president, or the Iraq War. All of these bear some responsibility, but Howard J. Wiarda argues that the crisis goes far deeper. The problem derives from the kind of society we have become over a forty-year period: more divided, fragmented, and dysfunctional. It is a social, economic, and cultural divide as well as a political one.

What are the causes of these deep divisions and of the policymaking paralysis that they produce? Wiarda seeks answers by exploring the fragmentation of American political culture, foreign policy differences between the two major political parties, relations among the large foreign policy bureaucracies, and executive-legislative interactions. He also emphasizes the media’s role in polarizing the debate, the foreign policy role of Washington’s think tanks, and how social life in the nation’s capital both reflects and reinforces preexisting divisions. This book will appeal to students and scholars of foreign policy, political science, and international affairs, as well as anyone interested in improving the American government.

Recenzii

"An experienced insider's forensic examination of the systemic failure that is today's American foreign policy, this book is at once thought-provoking, informative, and extraordinarily revealing. Can the American foreign policymaking system be saved? asks Wiarda. Only with great effort and only in the long term, he answers. His examination and conclusions are very convincing."—Sarwar A. Kashmeri, Atlantic Council nonresident senior fellow, Foreign Policy Association fellow, and author of America and Europe After 9/11 and Iraq: The Great Divide

"Wiarda is one of the foremost observers and critics of U.S. foreign policy and the foreign policy establishment. In this, his fourth book on the players and the process of foreign policy, Wiarda takes a much more somber and pessimistic view of the current state of the institutional system responsible for policymaking. In Divided America, Wiarda blends skillful analysis and provocative commentary with page-turning insider stories that explain how U.S. foreign policy really works (or, in too many cases, does not work). Divided America is a must read for foreign policy experts and the general reader who wants to understand how this country formulates and implements its relations with other countries."—Michael Kryzanek, professor of political science, Bridgewater State College

“This highly readable book reflects the insight of both a veteran academic and a seasoned Washington insider. Recommended.”—Choice
