During 1981-82, international arms control negotiations were at a stalemate, while the US was pursuing a policy of strength. The relationship between East and West Germany remained tense after an increase in the minimum obligatory exchange quota. Despite all of this, Schmidt's visit to the East still took place. The meeting with Honecker is the focus of this volume. It casts light on Germany policy during the final phase of the Schmidt cabinet.
