TERRY MCKINLEY is Director of the Centre for Development Policy and Research, School of Oriental and African Studies, University of London, UK. Before joining CDPR, Professor McKinley was Director of the International Poverty Centre, UNDP, Brazil and UNDP Advisor on Economic Policies and Poverty Reduction.
