Electronic Government and Electronic Participation

For more than a decade the International Federation for Information Processing Working Group 8.5 (Information Systems in Public Administration), or short, IFIP WG 8.5, has organized the EGOV (international conferences on Electronic GOVernment) series of conferences, which has solidly established itself as a core conference in the research domain of e-government and its links to e-governance. Since 2009, IFIP ePart, the International Conference on eParticipation, has emerged from the strand of EGOV as an IFIP sibling conference focusing on the domain of eParticipation. Like its predecessors the IFIP EGOV 2012 and IFIP ePart 2012 conferences attracted scholars and practitioners from five continents and over 29 countries. This year, 23 EGOV full research papers (empirical and conceptual) have been accepted for publication in the Springer LNCS # 7443 proceedings, and 12 ePart full research papers have been accepted for publication in the Springer LNCS # 7444 proceedings. The proceedings published in this book cover another 26 contributions of ongoing research and project cases, clustered under the following headings: - Foundations - Adoption & Diffusion - Open Government & Transformation - Infrastructure & Technology - Evaluation - Citizen Perspective, Social Inclusion, and Social Media - E-Services - eParticipation Furthermore, special workshops dedicated to emerging topics and reflections on research were organized, for which brief descriptions are included in these proceedings.
