In the capital of our country Lima- PERU, at least 70% do not reuse or perform any treatment to solid waste, being the waste simply collected by public cleaning. Arteaga (2014) states that the municipalities are the entities in charge of supervising the processing of solid waste, being these fully identified and destined to the various landfills, in order to minimize the side effects, which can produce serious health problems in the population; However, it is of public knowledge that the municipalities lack a systematic and proactive management of environmental issues. It is also important to mention the bad practice in terms of eco-efficiency on the part of public servants dedicated to environmental issues, as well as the lack of commitment, awareness and environmental culture on the part of most of the citizens.
