This collection of essays breaks new ground in the comparative study of ethnic and racial minorities by showing that there is a common ground shared by those in advanced industrial democracies that differentiates them from Third World and communist countries. ANTHONY M. MESSINA is Associate Professor of Political Science at Tufts University. A specialist in British and German politics in the postwar era, he is the author of Race and Party Competition in Britain, along with other works.LUIS R. FRAGA is Associate Professor in the Department of Government and International Studies at the University of Notre Dame. He is the author of many articles dealing with minorities' politics, and public policy and is currently examining the success of blacks and Latinos in education policy.LAURIE A. RHODEBECK is Assistant Professor of Political Science at the State University of New York, Buffalo. She is engaged in research of political groups and racial prejudice.FREDERICK D. WRIGHT is Assistant Dean in the College of Arts and Letters and Director of the Black Studies Program at the University of Notre Dame. He specializes in research about black political development in the American south. His works include Blacks in Southern Politics (Praeger, 1987).
