The concept of self-determination is of increasing concern in the field of intellectual disabilities (ID). From an environmental perspective, the self-determination process of people with ID is a product of unending reciprocal interaction between individuals and their multiple environments. Direct service personnel, therefore, play a critical role in facilitating people with ID to exercise self-determination, particularly in residential settings. Effective staff development programs help personnel become competent in facilitating their service users' self-determination.
Although studies on the self-determination of people with ID have been rapidly increasing in the West in the past decade, there has not been any work published related to the area of staff training. This study was designed to fill this large gap. The main
objective of this study is to examine the effectiveness of a staff development program using the interpersonal-environment approach to enhance residential staff attitudes, knowledge and facilitation skills in assisting residents with ID to exercise self-determination.
This study adopted a pretest-posttest control group design. A total of 32 staff members in an experimental group attended a six-session staff training workshop conducted by the researcher. Thirteen staff members in the control group did not receive any training during the research period. A 37-item self-constructed scale was designed and used for data collection and analysis. Staff members in both the experimental and control groups were invited to participate in the pretest and posttest sessions.
Results showed that the experimental group achieved statistically significant positive changes in all domains, whereas no significant changes were found in the control group. Significant differences in the attitudes and knowledge domains between the experimental and control groups were also found.
In sum, results suggest that the development program for residential staff was effective. The factors contributing to its effectiveness were discussed and recommendations for future research, staff training design and practice were made. For future research, other important indicators of effective staff training like the transfer and maintenance of learning were encouraged. For staff training design, strengthening skills acquisition was recommended. For practice, separate, advanced training for supervisors and direct support staff was also suggested; and for promoting self-determination in residential services, actions in different levels of ecosystems were also recommended.
