This is how the book starts. This book is sponsored by the world-wide organization IME, which means "Imperialism Must End." Working quietly and out of the limelight the IME now totals 2 million members around the world. Up to now it has adopted the regimen of a secret society, but the time has come to make a public statement. The IME takes the position that there cannot be law and order on the planet until everyone is residing in territory acquired legally. They intend to go one by one in removing any group or people which cannot provide incontrovertible proof that they are entitled to the land and waters that they are claiming. The first group to be dealt with are the foreign settlers in New Zealand. No one is in more flagrant illegal occupation of a territory than the interlopers from afar into that island. This land was already staked out by and in possession of the Maori people. Once their presence was firmly established no one could just come in and shunt them aside, decimating their ranks through violence and disease. For purposes of discussion the Maori may be called "New Zealanders" and those squatting there illegally "the boat people." The IME intends to make an example of these "boat people." They will asked to leave and go back where they came from. A fund has been set up to supply a rowboat to anyone who cannot afford transportation on their own. They may keep the rowboat. You don't have to be indigenous in order for your claim to be recognized. The Maori are Polynesians from elsewhere and no one has suggested that they are indigenous. But in a case such as this of rival claimants, it's first come, first served. Once "the boat people" are given their eviction notice they will be afforded a reasonable time to wind up their affairs and clear out. If they do not leave, they will be declared an outlaw rabble and anyone may go in there and expel them, dead or alive, and as a reward seize whatever goods and raw materials that they possess. But they must leave the territory to its rightful owners, the Maori, when they finish their ethnic cleansing campaign. Who might be interested in doing this when the time comes? The Japanese, a new generation, could want to take another shot. If at first you don't succeed, try, try again, as they say. No holds are barred. They can have their own Hiroshima if they are in the mood. Communists in the Russian sphere, looking to rehabilitate their movement, might want gather their forces and have a go. Lenin could only fill two busloads of followers when he got the call from the Germans to return to Russia. You don't need much to start when there is such a major opportunity. This also is a wonderful chance for Islamic State to do something good for once in their lives, rather than evil. Islamic State is a rapidly growing movement and a campaign like this is right up their alley. Those "boat people" who do not leave will be marked as fugitives and so it is open season; they may be killed or enslaved at will, whatever strikes the fancy of Islamic State. Since "the boat people" wanted to do harm to others, they cannot claim immunity from others doing harm to them. .
