His publications include Localizing Foreign Policy: Multilayered Diplomacy, Non-central Governments (Macmillan, 1993) and (with Michael Smith) Beyond Foreign Economic Policy: the United States, the Single European Market and the Changing World Economy (Pinter, 1997).
