This report will improve understanding of how states and localities might contribute to greenhouse gas (GHG) emissions reduction through transportation planning. Transportation is a major contributor to GHG emissions. State and local transportation planning affects transportation decisions, which, in turn, can influence travel patterns, land use, energy consumption, and, ultimately, GHG emissions.
