Ron Rosenberg had just come from an Arizona federal prison and had some shocking news for Alcohol, Tobacco, and Firearms agent Bob Bringston. Bob's suspicions were confirmed that federal Drug Enforcement Administration Director Victor Marsh was only selectively enforcing the drug laws. Marsh was taking payments from large drug importers in exchange for secure access to US soil. Bob resolved to do whatever it took to expose this immense abuse of power.

He recruited lawyers Emily Sanchez and Ron Rosenberg in his pursuit of the truth and found the help of friends and even strangers along the way.
