Financial and organisational pressures across all forms of custody meant managers risk becoming preoccupied with targets and processes and losing sight of their fundamental responsibilities for the safety, security and rehabilitation of those they hold. During 2012-13, NOMS had to make savings of GBP246m on top of the GBP228m savings delivered in 2011-12. During this time: the total prison population fell from 87,868 to 84,596; self-inflicted deaths in prison reduced from 66 to 51; incidents of self-harm continued to drop by almost 14% over a two-year period; recorded assaults fell from 15,577 to 14,052 over the year, a drop of about 10%; and over three-quarters of prisoners said staff treated them with respect. However, the data hide some exceptions. The fall in self-harm incidents was exclusively driven by a large and impressive fall in self-harm incidents in women's prisons. Self-harm incidents in men's prisons rose. The fall in assaults appears to result from the sharp fall in the number of young people in custody. Too many prisoners have little to do that's constructive, and when they are in classes or work, these are often of insufficient quality.Reducing the risk that a prisoner will reoffend was also frequently relegated to a specialist role and insufficiently integrated with the activities of the prison as a whole. Other developments included: beginning inspections of court custody and planning inspections of Service Custody Facilities; revising inspection criteria to make them more outcome focused; continuing to coordinate the work of the National Preventive Mechanism; and planning joint inspections of Secure Training Centres with Ofsted
