This Development Plan for Herat District 9 is the result of a long and intense collaborative relationship between the University of Florence and the University, the Department for Urban Development and the Municipal Council of Herat, set in motion in 2004. In 2013, with the financial support of the Direzione Generale per la Cooperazione allo Sviluppo (DGCS) of the Italian Ministry of Foreign Affairs, this cooperation brought about the new Strategic Masterplan for the city of Herat, based on a systematic program of analysis and research on the urban area. The Development Plan for District 9 represents, together with the Herat Sustainable Urban Mobility Plan, the first implementation of the Strategic Masterplan. Both implementation plans have been financially supported by the DGCS. The implementation plans result from a planning approach that, far from being based on a static vision of urban space, aims to harness the most significant aspects of change and development, ensuring, at the same time, the deepest consideration of the specific geographic, cultural and social aspects of the area within a multidisciplinary approach.
