Cuba at the turn of the century was a developed colony of Spain, with a mature culture. Florida was rough and raw, with little development in the southern half of the State, and it was a wild and often dangerous place. Florida and the SE were bound to Cuba and the Bahamas through family, economics, and politics. The sea was the major means of commerce and of transit.
