Drawing upon internal administration documents, memoirs, and public papers, Carol K. Winkler uncovers how presidents have capitalized on public perceptions of the terrorist threat, misrepresented actual terrorist events, and used the term "terrorism" to influence electoral outcomes both at home and abroad.
