Arthur J. Dommen is an agricultural economist with the Africa and Middle East Branch, International Economics Division, Economic Research Service, U.S. Department of Agriculture. He was formerly bureau chief for the Los Angeles Times in Tokyo, New Delhi, and Saigon and for United Press International in Saigon and Hong Kong, as well as a Paris correspondent covering the Vietnam negotiations in 1968 and 1969.
