This book provides templates for legislations conceived to drive development in Africa, Asia, Caribbean and Pacific countries. The templates provide legislative frameworks for attainment of the Millennium Development Goals of the United Nations. There is a necessary requirement to adapt them to local conditions and current developments. Chapters one and two deal with aspects of Philosophy of Law and Governance. Chapter four provides templates of nine bills to address the protection of Women and Children. The rest chapters deal with Security, Welfare, Health and Education with emphasis on giving priority to women and children and vulnerable persons.
