This book provides templates for legislations conceived to drive development in Africa, Asia, Caribbean and Pacific countries. The templates provide legislative frameworks for attainment of the Millennium Development Goals of the United Nations. There is a necessary requirement to adapt them to local conditions and current developments. Chapter one deals with aspects of Philosophy of Law and Human Rights. Chapter two provide a model Land Law and Conveyancing Bill. Chapter three deals with Land Title Registration whilst Chapters four and five treats Planning and Development and Social Housing respectively. Emphasis is placed on giving priority to women and children and vulnerable persons.
