It had been 5 years since the "Youngstown incident" with much of the public record of that event erased. During this time, the government had been doing tests on the sole surviving Zombie Clown "D'Rick" in a highly classified facility located underground in Detroit, MI. Their plan was to use this zombie clown as a top secret military weapon, but those plans never came to be. The events that transpired will forever haunt the city of Detroit.
