STEVEN I. GORDON is Professor of City and Regional Planning at The Ohio State University, where he teaches courses on microcomputer applications, environmental management and environmental modeling, and quantitative techniques.

RICHARD F. ANDERSON is Environmental Affairs Manager for Wheelabrator Environmental Systems, Inc., a division of Wheelabrator Technologies Inc., located in Danvers, Massachusetts.
