Congress passed the Soldiers' and Sailors' Civil Relief Act in 1940 to provide servicemembers protections to help them meet the unique circumstances they face when serving their country. In response to the increased use of Reserve and National Guard military units in the Global War on Terrorism, Congress enacted SCRA in December 2003 as a modernized version of the Soldiers' and Sailors' Civil Relief Act.
