Negotiating Migration in the Context of Climate Change: Global Migration and Social Change

As migration becomes an increasingly salient concern of global politics, so do the interactions between migration and other global phenomena, particularly those that are predicted to contribute to an upward trajectory in numbers of people on the move. In examining policymaking on migration and climate change, this book looks beyond the links between migration and climate change to chart how policymaking in this area has emerged and gathered momentum, the different ways in which the nexus is understood by policymakers, and how different aspects of the phenomenon are impacting the policy responses that are being agreed. The centerpiece of this book is a policy genealogy, with the detailed account of episodes of policymaking contained within it providing strong foundations for the analysis. At its core is an analysis of 150 policymaking documents. This analysis is also complemented by a series of 13 semi-structured interviews conducted with experts operating in the policymaking space in 2015 and 2016. Policymaking does not take place in a vacuum, but is a social process in itself, therefore this detailed account is a vital step in comprehending the links between global discourses on human mobilities and climate change and specific policy responses.
