The growing threat of biological and chemical weapons (BCW) has created the frightening prospect of terrorist attacks by states, state-sanctioned terrorist organizations, and destructive individuals loose in our midst. What can we do to prepare for this threat? This book shows the value in not allowing our fears of BCW terrorism to run wild, so that even the basic problems of security—how to deter and what to do if deterrence fails—seem insurmountable. Much can be done to minimize the dangers posed by these weapons and to prepare for and control the damage they can cause. Abraham D. Sofaer, who served as legal adviser to the U.S. Department of State from 1985 to 1990, was appointed the first George P. Shultz Distinguished Scholar and Senior Fellow at the Hoover Institution in 1994. His areas of expertise include international law and diplomacy, international relations, national security affairs, separation of powers, government regulation and international terrorism.
Sidney D. Drell is a senior fellow, by courtesy, at the Hoover Institution and professor of theoretical physics (emeritus) at the Stanford Linear Accelerator Center (SLAC), Stanford University.
