RICHARD C. HULA is Professor of Political Science and Urban Affairs at Michigan State University, and a codirector of MSU's Program in Urban Politics and Policy. He has published numerous articles on housing policy, school reform, home credit, and environmental policy, and is a coauthor of The Color of School Reform.CYNTHIA JACKSON-ELMOORE is Assistant Professor of Urban Affairs and Social Work at Michigan State University and a codirector of MSU's Program in Urban Politics and Policy. She has published many articles on nonprofits and urban politics, municipal service delivery, and welfare reform.
