DONALD R. KELLEY is Senior Research Fellow at the Fulbright Institute, University of Arkansas, Professor of Political Science, and Director of the Russian and Soviet Studies Program. He is editor of the Modern Encyclopedia of Russia and the Soviet Union.HOYT PURVIS is Director of the Fulbright Institute at the University of Arkansas and teaches journalism and political science. He is the author of or editor of several books including The Presidency and the Press and Legislating Foreign Policy.
