Peter Schuck is the Simeon E. Baldwin Professor of Law at Yale Law School. His books include Citizenship without Consent: Illegal Aliens in the American Polity (Yale University Press, 1986). Rainer Munz is Professor of Demography at the Humboldt University, Berlin.
