A history and analysis of the employment of the National Guard by the City of New Orleans during the police strike of 1979. The strike occurred during the annual Mardi Gras season making it necessary to cancel many of the most popular parades. Adding to the problem of not having a significant police presence in the city was the threat of strikes by the city's fire and sanitation workers.
