This report summarizes current federal and state law and jurisprudence regarding nonconsensual motor vehicle towing, and also provides an overview of information obtained from major stakeholder groups regarding this topic. Major issues related to nonconsensual towing are highlighted, and some potential remedies to the problems identified are discussed.
