This document is a comprehensive conservation plan for Rice Lake National Wildlife Refuge(NWR) and Mille Lacs NWR in in east-central Minnesota. Both refuges are administrated by the staff at Rice Lake NWR. Because the administration of the refuges draws from the same resources, it makes sense to consider their management together.
